推廣中醫藥全民普及化、永續經營與人才培育

台灣醫療體系一向以西醫為主流，醫護人員教育也以西醫為導向，長久以來缺乏最具傳統性、本土性的中醫永續普及化推廣與人才的培育政策。因此實施中醫向下紮根計畫、發展中醫藥常識、培訓中醫藥人才以提升中醫藥服務品質、以及讓民眾進一步認識中醫並正確利用中醫醫療服務，實為刻不容緩的課題。 為達上述目的，本會在整體推廣計畫中初期擬由五縣市(新竹市、南投縣、嘉義縣、高雄縣及花蓮縣)中醫師公會提出「華陀營計畫」、「中醫社區化計畫」。華陀營計畫提供學員簡單又實用的中醫藥知識，實施對象為有小孩的家庭，實施方法為召開記者說明會說明與促銷、與國中小合作取得參加對象來源、並以生動活潑的教學方式透過多元化的課程，提高學員學習興趣。中醫社區化計畫結合社區大學共同推廣中醫藥相關課程，實施對象為五縣市社區民眾，實施方法為與地方社區大學建立合作機制、與各地方政府合辦開立中醫保健課程、學期結束舉辦成果發表會。 上述兩項活動預計達成的效益有：藉由華陀營的舉辦，提昇家庭的中醫觀念；藉由社區教育的實施與中醫講座的推廣，讓中醫觀念普及化。除此之外，本計畫也擬向下紮根，為國家培育傑出之中醫藥推廣人才，為我國中醫藥發展建立豐富的人才庫。

Popularize Chinese Medicine, Conduct Continuously and Training

Western medicine is the main stream in the medical system of Taiwan. The education of nurses also emphasizes on the western medicine. We seem to lack the training programs and polices for conducting continuously and popularizing this traditional Chinese herbal medicine. In order to make people understand what Chinese medicine is and teach them how to use Chinese medical service correctly , it is urgent to actualize the basic health care, develop the profession of Chinese medical care and upgrade the quality of Chinese medicine service. In order to reach above purposes, the Chinese Medicine Union planed by five cities ( Hsinchu City, Nantou County, Jiayi County, Kaohsiung County and Hualian County) at the beginning for “Hua-Tuo Camping” and “Chinese Medicine in the Community”. The “Hua-Tuo” provides the members simple and practical Chinese medicine knowledge. The members are mainly for the families with children. The method is to hold a press conference to explain and make a promotion. Get the resources from the elementary schools and junior high schools. In addition, try to use an interesting way and various courses to make members feel interested . “Chinese Medicine in the Community” is to combine with the community colleges to promote some related courses. The objects are the citizens in the five cities.
