中草藥可添加於化妝品之品項資料研究與安全性及有效性評估

綜觀全球化妝品市場中的產品開發類別，含中藥的化妝保養品的產品種類有愈來愈多的發展趨勢，其中產品宣稱對於皮膚具有美白、抗老、緊實肌膚、保濕等不同保養功能訴求的含中藥化妝品種類與數量繁多。政府針對含中藥化妝品相關管理法規的訂定、各項試驗標準平台的建立(如安定性，安全性，有效性)、產品品質的要求等方面，都必須以建立符合國際標準要求的目標為導向。目前公告的化妝品法規中，針對化妝品內可以添加的中藥品項並無明確規定，導致化妝品業者欲開發含中藥化妝品時，面臨並無相關中藥品項規定可以遵循的窘境。因此，研究可添加於化妝品內中藥材品項，並且探討這些中藥材品項的安全性與有效性，實有其必要性與重要性。本計畫之目的在於完成可添加於化妝品內中藥材品項，並且完成這些中藥材品項的安全性與有效性評估，以作為未來政府相關法規訂定的參考依據。本計畫的實施方法區分為以下五項：(一) 對於行政院衛生署認定之醫藥品十大先進國家，其化妝品之公定書(如日本化妝品基準、歐盟法規、大陸資料等)中，所收載之中草藥可添加之化妝品品項為主，透過資料之蒐集，建議可添加之品項。(二)網際網路資訊蒐尋與整理(如國際化妝品成分與手冊) (三)民間資料調查與蒐集(如問卷調查，函詢，拜訪業者)(四) 對未用於化妝品使用經驗之單味中藥材，執行安全性及有效性評估試驗資料蒐集，建議可添加之品項。(五)針對建議可添加之中藥品項，進行中藥品項添加於化妝品配方後之安定性、安全性與有效性等各項評估試驗文獻查詢與資料蒐集，以做為是否添加該品項的參考依據。 本計畫將以九十四年之計畫『可添加於化妝品內中藥材品項(正面表列與負面表列)之研究(CCMP94-RD-040)』的研究成果為基礎，擴大資料的涵蓋範圍，並且將針對美白、抗老與抗痘等方面，建立中藥加入化妝品內之安全性安定性與有效性之評估模式，提出具體管理方案之建議，對於未來政府立法規範可添加於化妝品中藥提供重要參考資料。

Study on the Chinese medicine herb added in cosmetics and evaluate their safety and effectivemess

The number of Chinese herb-containing cosmetic products has been increasing in the market. There are various types of Chinese herb- containing cosmetic products which claim moisturizing、whitening、antu-ageing and anti-wrinkle effects, respectively. The government has to follow the international standards to make the regulations and laws of Chinese herb-containing cosmetic products, and establish the standard evaluation platform of stability、safety and effectiveness of Chinese herb-containing cosmetic products. Certainly, it is necessary to make requirements of quality control of Chinese herb-containing cosmetics. So far, none of the cosmetic regulations and laws has shown to the manufactures what kind of Chinese herb could be added into the cosmetic formulations. Indeed, the manufactures do not know which Chinese herb could be contained in the products. Therefore, it is necessary to study the items of Chinese herb (positive list and negative list) used in cosmetic formulations and the methods to evaluate the safety and effectiveness of Chinese herb-containing cosmetics.
