強化中草藥履歷追溯產銷加值鏈之進口中草藥履歷示範體系

履歷制度是世界建立的食品與原料安全制度，希望透過原料及產品供應鏈的透明化與可追溯化，提昇產品品質與安全。本計畫為建立我國中草藥履歷追溯制度，打造整體中草藥產品的價值鏈，計畫在已研究完畢之GAP生產履歷之基礎上建構進口生產履歷之資料，一方面使生產履歷制度更趨完善，另一方面為將來加工流通履歷預先打好基礎。本計畫擬深化中草藥履歷資訊系統之建置，主要目標包括 (1) 成立中藥材進口管制專家委員會；(2) 研擬規劃進口中草藥履歷之通關紀錄及資訊化之示範模式；(3) 制定中草藥進口生產履歷資訊規格標準與資訊交換標準；(4) 建立中草藥進口生產履歷系統之核心資料庫與後台履歷界面；(5) 針對示範點辦理中草藥進口生產履歷系統導入訓練。

To Strengthen Traceability Value Chain and its Sustainable Utilization for importing Chinese Herbal Medicals

Traceability is a new system for the improvement of product quality and safety, through the transparency and traceability of all material and supply chain. This project focuses on the establishment of a pilot traceability system for Chinese herbs production and distribution in Taiwan. In order to fully complete traceability and establish basis for future traceability system of distribution and procession, the information of exporting traceability is constructed on the base of GAP traceability. This project is planed to strengthen the establishment for GAP traceability system. The main objections including (1) found expert committees for controlling export Chinese herbs; (2) establish the recording notes of traceable Chinese herbs for clearance and informational model for denotation; (3) establish the metadata and standards for information exchange for this traceability system; (4) build central database and interface of background for the information of traceable Chinese herbs; (5) implement the training of demonstration for GAP traceability system of Chinese herbs.
