台灣青草藥店現狀之調查研究

台灣全省各地市場附近皆有青草藥店之設立，其中以台北市萬華區青草巷附近有二十餘家青草藥店最為著名，販售常用青草藥400餘種，包括新鮮青草藥，如小金英、蘆薈、左手香等，也販售部份乾燥本產藥材及各式茶包，青草藥店與中藥店最大不同在於其使用藥材絕大部分為本產藥材，由實際臨床經驗印證中可收集到本產最有特色及潛力之本產藥材。過去曾發生減肥菜、雷公藤、曼陀羅等中毒，雖然目前法令對青草藥業不列管，唯如有意外中毒事件，輿論矛頭仍然指向主管機關中醫藥委員會而形成藥政上之死角，因此行政院衛生署中醫藥委員會特將「青草藥納入藥政管理之可行性評估」納入本年度研究重點，探討青草藥納入管理有何困難點及技術障礙及其是否納入管理進行評估。本計畫將進行台灣青草藥店之現狀研究，以現況了解為主，赴台灣各地青草藥店訪察，調查青草藥店使用青草藥之品項目錄（包括新鮮青草藥、乾品及各式茶包產品、使用中藥品項）及民間用法，對療效特別顯著之藥材及有毒青草藥，加強收集其臨床資料，以為研究之參考。並召開全國各縣市青草藥業者代表、藥用植物學會研究會及主要藥園負責人座談會，探討「青草藥納入藥政管理之可行性評估」。由本計畫之研究成果提供青草藥店現況之背景資料，作為衛生署中醫藥委員會對青草藥之業者是否列入管理施政上之參考。

Investigation of the Current Status of Green Herb Stores in Taiwan

There are many green herb stores located in the vicinity of traditional markets in Taiwan. Among them, Green Herb Lanes of Wan-Hua, Taipei is one of the most famous one. More than 400 species of herbs were sold including some fresh species such as Ixeris chinensis, Aloe vera, and Plectranthus amboinicus. The stores also sell dried local herbs and various tea bag preparations. The most different feathers between green herb stores and traditional Chinese herbal stores is that green herb stores use mostly local herbs rather than herbs imported from Mainland China. Through this investigation, we would be able to collect most important and potential local herbs for further study. In the past, many herb poisoning cases had been reported such as Sauropus androgynus, Tripterygium wilfordii and Datura metel. Even though, currently, the Health Bureau do not regulate herbal stores, however, if any poisoning cases were reported, the health bureau still the target to be blamed by the general public
