台灣中醫藥產業價值鏈提升動能計畫：食品科技暨農業科技與中醫藥結合之發展策略及創新研究規劃

台灣的中藥產業及中草藥科技須具有知識經濟的動能，方能因應產業升級競爭及保障產品安全的挑戰。本計畫將透過科技前瞻方法學的推動與執行，利用「國際趨勢比較分析（International Trend Analysis）方式幫助我國中醫藥界擬定與食品界及農業界進行科技整合交流之研究架構與政策共識。
本計畫將選定歐盟作為標竿評比對象。其原因是歐盟各個組成國家的內在局勢（土地面積、人口、法規環境）均受到一定限制，外在局勢上又須與其他會員國保持既合作、又競爭的態度，與台灣的現況非常相似。此外，歐盟各個會員國都有歷史悠久的傳統醫學或輔助醫療臨床經驗，市場上也有相當數量的藥用植物或草藥產品，相近於台灣傳承中醫藥的歷史文化經驗。更重要的是，歐盟會員國擁有的食品科技、農業科技．藥用植物種植與產品開發技術各具特色，亦可作為台灣的借鏡。
本計畫將邀集各領域的產官學研專家，針對台灣中草藥產業政策的產業架構、外在競爭、產業轉型進行分析﹔同時也將規劃「中草藥產品安全追溯系統」之建立，以作為「確保產品安全、促進產業發展」之基礎建設架構。本計畫將對我國中草藥產業及科技發展提供一個整體性、全面性、合理性的評估，以預測未來的變革，為中醫藥委員會提供建言，打造可長可久的基礎建設藍圖。

Upgrade the value chain of Traditional Chinese Medicine industry and build TCM industry momentum in Taiwan: The development and innovation stratedy for Traditional Chinese Medicine by integration of food technology and agricultural technology.

To upgrade the competitiveness and the current challenges of product safety of Traditional Chinese Medicine (TCM), the Taiwanese TCM industry needs to possess essential technology momentum in the knowledge economic era. This project will use foresight technology methodology through the international trend analysis to assist TCM industry to formulate a research structure for the integration of TCM, food and agriculture technology and policy consensus.
We choose EU as our benchmark comparator. The reasons are 1.) Each member state is restricted by its own internal environment such as land area, population or regulatory issues, however, it also has to maintain cooperative and competitive attitude toward other member states within EU, which is in a quite similar condition to Taiwan’s current situation. 2.) EU member states have a long history of using herbs for complimentary therapy and have abundant of herb based medical products, which is also similar to our TCM practice and experience. 3.) EU member states possess advanced food and agricultural technologies as well as plantation of medical plants and unique product development experience, all of those are examples for us to learn.
We plan to invite experts from academic field, research institutes, industry and regulatory authorities to study TCM industry structure, external competitiveness and future transformation. We will also plan the infrastructure for the traceability system of the TCM products to ensure product safety. This project will provide a full scale and reasonable assessment to TCM industry and TCM technology for future challenges.
