建立國外大學中醫學系畢業生學歷甄試及國內實習制度之研究

目的
近二十餘年來傳統中醫學在世界各國蓬勃發展,各國都建立自己的傳統中國醫學教育制度,因為世界各國家醫學教育制度與訓練背景的差異,使得各國中醫的醫療專業與診療水準有極大的差異,近年來陸續有在國外接受中醫教育的中醫學畢業生及接受外國中醫教育之外籍人士至台灣參與醫療訓練,執業或進修將返回國內,為了銜接在國內中醫的養成教育與在職訓練品質一致化,建立國外大學中醫學系畢業生甄試及國內實習制度已成為當前非常重要的課題。
本研究計劃即探討目前世界各國的中醫教育制度及中醫教育水準與中醫師訓練制度並與國內中醫高等教育作一比較建立可行公正之甄試方案,供國內相關部門制定相關政策時參考。
本研究採用文獻分析法,專家座談及專家共識營方式來研訂各項方案
文獻分析法:蒐集國內中醫高等教育,國外中醫教育海峽兩岸圖書、期刊、雜誌、研究報告、論文、報導等相關文獻,透過理論面評析台灣、美國、澳洲、歐洲高等中醫教育之環境背景、實施現況與發展過程。
專家座談法: 邀請國內中醫專家,教育師資,中醫部資深醫師各中醫相關學會,公會,理監事教育專家等,分組舉行討論與及舉辦專家共識營。研究內容包括「研訂國外大學中醫學系畢業生學歷甄試原則」、「研訂學歷甄試資格」、「研訂甄試科目及計分方式」、「研訂考試委員資格」、「研訂實習制度」、「研訂實習機構資格條件及認證制度」、「研訂實習年限、訓練課程及評量」等。進行期間為民國99年5月始至100年4 月止,為期12個月的研究。
研究流程如下:
1、    組織各議程研究小組
2、    整理法源依據與文獻
3、    專家會議 
(1)    專家會議將討論○1「國外大學中醫學系畢業生學歷甄試原則」、○2「學歷甄試資格」、○3「甄試科目及計分方式」、○4「考試委員資格」、○5「實習制度」、○6「實習機構資格條件及認證制度」、○7「實習年限、訓練課程及評量」
七項議題,本計劃將召開五次專家會議,第一次將討論「國外大學中醫學系畢業生學歷甄試原則」及「學歷甄試資格」。第二次討論「甄試科目及計分方式」及「考試委員資格」。第三次討論「實習機構資格條件及認證制度」。第四次討論「實習制度」、「實習年限、訓練課程及評量」。
第五次專家會議討論初步共識的草案,並作最後的辦法定案。
(2)    調查問卷調查依四次專家會議之初步共識與決議,其內容大綱為討論項目 ○1至 ○7項之初步共識內容,詳細內容於會議結束後,設計出完整問卷表。
(3)    調查問卷訪問之對象為國內大學中醫藥教育師資,西醫教育師資,各大醫院中醫部資深醫師,重要相關醫學會理監事,政府醫藥相關部門實際參與者,作為訪問對象,整理其意見,作為第五次專家會議資料。
(4)    調查訪問的方式為郵寄問卷、填寫問卷、回收及統計。

Research to establish a system for accrediting overseas trained Chinese medicine graduates and their internship in Taiwan.

Study in traditional Chinese medicine has been booming around the world over the last twenty years. However due to the differences in medical programs and training backgrounds, every country has established its own traditional Chinese medicine education system and there is enormous variation in the quality of professional Chinese medicine and level of clinical skills. Many overseas trained Chinese medicine graduates and foreigners who studied Chinese medicine have recently came to Taiwan to have clinical training, practice or attend continuous education and return to Taiwan. In order to standardize and level with our education system and professional training, it is very important to set up a system to accredit the overseas trained graduates and establish their internship system.
This research aims to investigate and compare the current educational systems, standards and trainings in Chinese medicine around the world with the Chinese medicine program in Taiwan and to establish a fair accreditation system. This will provide reference for the government department when establishing relevant policies. Literature analysis and forum and consensus of the experts will be utilized to establish the individual policy. 
Methods of literature analysis: All the higher education books, journals, magazines, research reports, literature reviews, thesis and reports in Chinese medicine (both national and international) will be collected. Theoretical analysis of the background of Chinese medicine programs, their current practice and development in Taiwan, America, Australia and Europe will be carried out.
Experts’ forums: National Chinese medicine experts, teachers, senior doctors from Chinese medicine departments, Chinese medicine organizations and associations, supervisors and experts in education will be invited to discuss in groups and conduct experts’ consensus meetings. The research content includes: “Set up policy in accreditation for oversea trained Chinese medicine graduates ”, “Set up qualification criteria for accreditation”, “Establish subjects and scoring method for accreditation”, “Establish qualification for the examination committees”, “Set up the internship system”, “ Set up criteria and approved systems for internship organizations”, and “Establish the years of internship, training program and assessment” etc. The research will be conducted from 1st January 2011 to 31st December 2011, a total period of 12 months.
Flowchart for the research is as the following: 1) To organize individual research team; 2) To organize the related legal policies and literature; 3) To conduct experts meeting; 4) To establish the draft proposals; 5) To finalize research proposals; 6) To report in the mid-year Chinese medicine committee meeting; 7) To design experts’ questionnaire, mail out and collect response; 8) To analyze the questionnaire; 9) To conduct the second experts’ meeting; 10) To report the findings in the Chinese medicine committee meeting for the related government departments to use as reference in policy making. SPSS 12.0 will be used for statistical analysis.
