傳統整復保健推拿實證醫學文獻分析及各國相關法規蒐集

世界衛生組織(WHO)於2002年5月發表「2002-2005年傳統醫藥全球策略」，建請各國將傳統醫學納入現有醫療政策體系中，並透過拓展傳統醫學的知識基礎以確保傳統醫學療法被適當安全且有效地使用。WHO 定義“傳統醫學”是傳統中醫學、印度醫學及阿拉伯醫學等傳統醫學系統以及各種形式的民間療法之統稱。傳統醫學療法包括藥物療法（若使用草藥、動物器官或礦物）和非藥物療法（如在基本不使用藥物的情況下進行，比如針刺療法、手法治療及精神治療）。
由於一般民眾擔心使用侵入性檢查或開刀的方式，另由於民俗療法與傳統文化及生活習慣息息相關，民眾又有預防重於治療的觀念，除中醫治療外，民俗療法也頗為盛行。然而，民俗療法療效常被誇大、渲染，其醫療效果也常未經科學實驗方式證明。
從西方的醫學來看，實證醫學是以流行病學和統計學的方法，從龐大的醫學資料庫中嚴格評讀，綜合分析找出值得信賴的部份，並將所能獲得的最佳文獻證據，應用於臨床工作中，使病人獲得最佳的照顧，推動實證醫學確實能進一步提昇臨床研究及醫療品質。我們先前已經出版「中醫藥療效評估之文獻研究－針灸實證醫學」一書，此係以實證醫學文獻分析之方法，探討傳統醫學之療效。本計畫旨在進行更進一步的工作如下：
1. 對傳統整復保健推拿、太極拳及氣功進一步進行實證醫學文獻分析，研究傳統整復保健推拿與健康促進之關係，確保民眾安全。
2. 蒐集美國，加拿大，英國，澳洲，中國大陸及日本之相關管理法規，以提供政策管理規劃之參考。
3. 召開專家會議審閱上述2項成果，並提出建議。

According to the “Traditional Medicine Strategy 2002–2005” published by the World Health Organization (WHO), “traditional medicine” is a comprehensive term used to refer both to traditional medicine systems such as traditional Chinese medicine, Indian Ayurveda and Arabic Unani medicine, and to various forms of Indigenous medicine. Traditional medicine therapies include medication therapies — if they involve use of herbal medicines, animal parts and/or minerals — and nonmedication therapies — if they are carried out primarily without the use of medication, as in the case of acupuncture, manual therapies and spiritual therapies. WHO suggest the authority of each country to include traditional medicine into the medicare systems.
Because people always worry about the aggressive therapy or surgery, alternative therapy is getting popular. However, most of their efficacies has not been demonstrated.
In Western medicine, evidence-based medicine (EBM) is popular. EBM adopts methods of epidemiology and statistics, in order to analyze data from an enormous medical database, to define which parts are trustworthy. Practitioners are thereby able to optimize patient care, by referring to the best research. In medical education, EBM is regarded as a lifelong skill and one that aims to encourage medical practitioners to think independently. Promotion of EBM will certainly improve the quality of clinical research and medical care.
We have previously published a book entitled “A Literary Review of Curative Effects of Traditional Chinese Medicine”. We have also authored a chapter entitled “Supportive Cancer Care with Acupuncture” in an English publication: “Supportive cancer care with Chinese medicine”. These works utilize the EBM literary review method for exploring the efficacy of traditional Chinese medicine. This proposed project aims to explore the following:
1. We will conduct an EBM literary review on manipulation therapy, Tai-Chi-Chuan and Qi-Gong. Our study are intended to not only protect the safety of people, but also promote Traditional Chinse Medicine to the world
2. We will compare the regulations regarding the manipulation therapy between other authorities, including U.S., U.K., Australia, Canada, mainland China and Japan.
3. We will also host an expert meeting to discuss the above mentioned results. We will deliver consensus minutes from these meetings before the projects’ due dates.
