協助友邦聖文森及格瑞那丁災害管理 降低緊急醫療負擔
Implementation of emergency management system to reduce emergency medical burdens in Saint Vincent and the Grenadines

聖文森及格瑞那丁(簡稱聖國)為我國於東加勒比海之友邦,其境內颶風及地震頻傳,火山也有爆發危機,且國內醫療資源有限,危機一旦發生將造成醫療極大負擔,若事先做好災害風險管理,便可舒緩危機的威脅。爰借助我國於防災資源及災害應變之經驗,派遣相關專家及志工收集資料及評估,並利用我國衛星遙測影像、氣象衛星資料,配合火山及地震監測資料的整合與科學分析,協助聖國建立防災監測系統,期有效降低聖國天災所造成之風險及損失。

Saint Vincent and the Grenadines (hereinafter referred to as SVG) is an allied nation of Taiwan in Eastern Caribbean. It is affected frequently by natural disasters including hurricanes, earthquakes, and volcanic eruptions. Due to limited medical resources, once natural disasters occur, heavy burden is placed on medical care. The threats of the crisis could be alleviated if disaster risk management is conducted in advance. With Taiwan's experiences and resources in disaster prevention and response, we dispatched relevant experts and volunteers to collect data and evaluate, using satellite images and meteorological satellite data, along with the integration and scientific analysis of volcano and earthquake monitoring data, to assist the establishment of the SVG's disaster prevention monitoring system, and effectively reduce the risks and losses caused by natural disasters in SVG.
2021年4月13日TaiwanIHA會同財團法人國際合作發展基金會、財團法人國家實驗研究院及行政法人國家災害防救科技中心簽署「聖文森國災害管理降低緊急醫療負擔發展計畫前期研究專案」策略性合作備忘錄,協助聖國評估國家災害應變機制,對聖文森地震預警系統、火山監測設施及颶風預報系統的建置與強化進行先期評估,另也分享臺灣豐富的科技防災經驗,期能協助聖國降低緊急醫療負擔。

TaiwanIHA and International Cooperation and Development Fund (TaiwanICDF), National Center for Research on Earthquake Engineering (NCREE-NARLabs), National Science and Technology Center for Disaster Reduction (NCDR) singed an MOU on Consultancy Project for Disaster Management and Medical Capacity Building in SVG on April 13, 2021 to assist in the assessment of SVG's emergency management system, and assessing and strengthening the SVG's earthquake warning system, volcano monitoring system and hurricane forecast system. We also shared our experiences in applying science and technology for disaster management. We hope these will reduce the emergency medical burden in SVG.
2021年至2022年該計畫於聖國執行之成果如下:
1.針對當地重要關鍵基礎設施(如政府建物、醫療/衛生院所或公共設施) 之抗震進行補強評估並產出報告。
2.針對火山監測設施之建置與強化,由我駐聖文森國大使館藍大使夏禮代表我政府贈與聖方價值52,259.90美元之火山監控設備。
3.協助聖國氣象局進行人員能力建構,協助聖國氣象局派遣2名相關人員於2022年8月至10月赴巴貝多加勒比海氣象水文研究所(CIMH)接受專業訓練。
4.舉辦多場次防災科技應用研討會,發展防災共識。
The accomplishments of the Pilot Project for the Implementation of Emergency Management System to reduce emergency medical burdens in Saint Vincent and the Grenadines in 2021-2022 include:

  1. Conducting an assessment report on the earthquake resistance of critical infrastructures (government buildings, hospitals/health centers, and public facilities)
  2. Assessing and strengthening the SVG’s volcano monitoring system. Ambassador Lan, on behalf of Taiwan government, donated the volcano monitoring equipment (worth US $52,259.9) in June 2022.
  3. Assisting SVG capacity building by sending 2 personnel from SVG Meteorological Service to the Caribbean Institute of Meteorology and Hydrology (CIMH) in Barbados for professional training from August to October 2022.
  4. Holding multiple seminars/webinars to reach consensus on the development of disaster management
