一、基本構想

整合現有國內各界醫療衛生人力、物力設備，及有效經營管理前述兩項資源之能力，用以協調我各項醫療衛生援外相關業務，匯集各種可用之資源，做最妥善之運用；平時可協助開發中國家發展醫療衛生建設，遇有國際緊急危難時，可提供緊急人道醫療衛生援助，具有回饋國際社會之功能與願景。

1. Basic Concept

The founding vision of TaiwanIHA is to give back to the international community. By integrating and effectively managing domestic manpower, material resources, and equipment available for health aid, TaiwanIHA helps developing nations with their everyday medical and health needs, and can also provide timely humanitarian aid anywhere in the world when disasters occur.

二、設立宗旨

1. 整合政府與民間國際醫療衛生援外資源。
2. 配合世界衛生組織(WHO)及其各區域辦公室與其他國際人道救援組織，辦理各項醫療及人道救援等工作，並協助提升發展中國家公共衛生及醫療品質。
3. 彰顯我國人道關懷與回饋國際社會的心力，並配合聯合國「千禧年發展計畫(Millennium Development Goal(MDG) of United Nations」之宗旨。
4. 促進國際合作、和平與全球永續發展。

2. Goals

1. Consolidating resources available for international medical and health aid from both the public and private sector
2. Cooperating with the WHO and its regional offices, and other international humanitarian aid organizations, to provide various kinds of medical and humanitarian aid to assist developing nations in improving the quality of their public health and medical care
3. Demonstrating our efforts in humanitarian care and willingness to give back to the international community, as well as our commitment to abide by the Millennium Development Goal (MDG) of the United Nations
4. Promoting international cooperation and peace, and facilitating the sustainable development of the world

三、組織架構

由召集人及副召集人委請執行長1人 統籌各項業務，其下分設企劃、行政、 醫務、衛生等4組，以推動相關業務。另遴聘國內外諮詢委員若干人，擔任顧問工作。

3. Structure

TaiwanIHA consists of two conveners, two deputy conveners and an executive director. The executive director is in charge of the conduct of various tasks which are performed under four groups: planning, administration, medical affairs and health. Several consultants from home and abroad are also selected as advisors.
