全球有將近八成的人口曾使用過中草藥，顯示現代人與中草藥關係越來越密切，綜觀台灣目前所使用的中藥材有九成以上是來自境外，而其中以中國大陸進口就佔約八成。基於目前市面偽劣中藥充斥，有害物質如黃麴毒素、農藥、硫磺、重金屬檢出等現象層出不窮，已嚴重影響國人用藥安全與健康。為保障國人的健康福祉，中醫藥委員會自2004年起推動「建構中藥用藥安全環境五年計畫（2004-2008）」，從源頭管制中藥材品質，以逐步建構「臺灣中藥用藥安全環境」之願景。
本計畫配合此政策為建立進口中藥材之品質規範，將進行中藥材各項辨識資料之蒐集與研究，內容包括蒐集國內外25種以上藥材品項，進行藥材之性狀鑑別、易誤用混用鑑別、組織或粉末鑑定、理化鑑別、定性與定量鑑別及PCR（DNA）鑑別等資訊資料庫。此外、將進一步調查中國大陸輸往美國、日本與韓國所要求之化驗報告(COA)內容與規格，提供主管機關在中藥材進口品質規範制定上之參考，以達到用藥安全保障消費大眾之權益。

Over 80 % population have been used Chinese herbal medicine. In case of Taiwan, 90% of the Chinese herbal medicines are from Mainland China. Due to occurrence of false medicine, aflatoxin, agrochemical, sulfur and heavy metal, the peoples have risk on health by which the Committee on Chinese Medicine and Pharmacy has been conducting five year’s project on construction of safe drug-taking encironment from 2004 to 2008. 
This plan will harmony with the strategy proposed by the Committee on Chinese Medicine and Pharmacy to establish a quality guideline of Chinese medicines by collection and research on information of 25 kinds of Chinese medicine identification. In addition, the plan will investigate the contents of centificate of analysis （COA）of Chinese medicines exported to USA, Japan, and Korea from China. The overall data bases will provide to government as a reference for establishment of quality guideline of imported Chinese medicines
